Where/how Would I Approach Someone For Help With An Open Source Software Project?

I’m mainly looking for 3D animators and eventually beta testers. I’m also eventually going to be looking at approaching composers and artists about purchasing the rights to some of their works so that I can use it in the project. Any advice would be greatly appreciated.

SourceForge, GForge and FreshMeat are all good communities for open source software. If you make regular changes to your project you will find your project on the top of the “recent activity” list which can help with its popularity.
Something else that can help with popularity is making sure you have a stable working product as soon and as often as possible.
The more popular your product is amongst users the more popular it will be amongst developers as well.

From what i gather theres always some highly skilled indie games devs. lurking around http://moddb.com looking for their next project – try asking there ;-)
