Where Can I Get An Opensource Recording Equalizer For Audio And Video Files?

I have several camcorder (mpeg) files where it is hard to hear a presenter speak. I would like to use an equalizer to modify certain frequencies to “clarify” her voice before re-recording the file to a DVD.
Where can i get such an equalizer software for free? It needs to record the modified audio track.
