What Is The Best Open Source Graphic Design Software?

For graphic design I’ve only used commercial software like Paint Shop Pro and Photoshop in the past, and my current company has an open source only policy. Graphic design isnt what Im employed for, its something Id like to take on voluntarily (and Im not highly skilled at it but know enough to create fancy web buttons and text, manipulate photos etc), and my employer doesnt have enough experience in the area to point me in the right direction. I don’t have a lot of spare time to download and trial every program a search leads me to so I’m hoping there’s someone out there who can help!
Id prefer something as similar to Paint Shop Pro as possible.
