There are a number of free programs to edit images like:
GIMP,PhotoFiltre,PhotoScape,Picassa, Faststone Image Viewer and more.
These are available at CNET http://www.download.com
Type Image Editing Software in the seachbar and click go.In the left column click on free.In the middle of the page where it says ‘Sort By’,click Editor’s Rating and it should give you the best of the best.

you can edit stuff for free on photobucket.
you have to upload it then edit it, ot picnik
you have 5 free downlads before you have to pay
anything and that is strictly an editing site, its
easy and cheap, hope i help! happy holidays!
