what is the best free software for creating web pages?
I am not asking how to get pirated programs, I am asking for the best freeware/opensource/shareware program out there for making good web pages.
Once more, I am asking for SOFTWARE not hosting
Okay, seriously, NO WEB HOSTING, I already have a web host, just need SOFTWARE SOFTWARE SOFTWARE
