Opensource Publishing Software?

I’m looking to make a monthly newsletter for my Cadet Squadron, but I currently have no software to do it. Microsoft Office Publisher would be ideal but that’s expensive, and we’re a Charity, so is there an opensource alternative?

    I personally use LATEX, http://www.latex-project.org/ , for all my typsetting. Most LATEX systems are opensource.
