This is a site that hosts open source projects. If you do a search for “IVR”, you get several hits that look very promising. One integrates into the Asterisk open source PBX program, which is very popular. The first item in the search results (“IVR with Magic Flow”) is actually written in Visual Basic, so that would probably be your best bet.
