    KnowledgebasePublisher is web-based and written in PHP:http://kbpublisher.sourceforge.net/
    So is Owl:http://sourceforge.net/projects/owl/
    If you are on an MS platform, there’s a Sharepoint web-part that is licensed as open source:http://www.codeplex.com/spkb
